Environmental Specialist – Planning

HSPD-12 Cleared Preferred, Washington, DC

Capitol CREAG is looking for an Environmental Specialist, Planning in the Washington, DC area, working on behalf of a federal agency.

Summary:

Individuals must have experience in developing, implementing, monitoring, reviewing, and evaluating fuel conservation efforts and programs. Individuals must be knowledgeable of all Executive Orders, Public Laws, and other policy that govern the area of energy management such as but not limited to: Energy Policy Act of 1992 (Public Law 102-486) and National Energy Conservation Policy Act (Public Law 95-619). Individuals must have specific training and/or practical experience in the implementation of the provisions of National Environmental Policy Act (NEPA).

Roles and Responsibilities Include:

  • Developing environmental policies, specific to planning
  • Leading dialogue with environmental stakeholders
  • Leading/facilitating cross operational and national environmental projects

Special Considerations:

  • Shall have the ability to effectively communicate both orally (in common English narration) and in writing (to include technical documentation).
  • Shall have the ability to manage multiple projects, work under pressure and tight deadlines, work independently, and work in a team environment.
  • Shall be proficient in Microsoft Office 2003 or later with particular emphasis on Microsoft Word, Excel, PowerPoint, Project, and other applicable database and office automation products.
  • Knowledge and experience with SAP and Tririga Systems is highly desirable, but not required.

Minimum Education:

Individuals must have a minimum of a 4-year degree in a related field and be able to work both independently and as part of a team. Individuals shall have a minimum of Four (4) years of related experience.

Government Experience and clearance (HSPD-12) preferred.

Junior Contract Specialist

HSPD-12 Cleared Preferred, Washington, DC

Capitol CREAG is looking for a Contract Specialist in the Washington, DC area, working on behalf of a federal agency.

Complexity:

Contract activity with low to moderate risk to business unit, per standard policy. Includes defined, repetitive functions. Typically handles routine or standard form contract agreements and related documentation in accordance with established contract policies and procedures. Requires a minimum of independent business judgment and a high degree of management attention.

Responsibilities:

Reviews solicitations and prepares routine response for proposals, bids, and contract modifications. May also prepare simple requests for proposals. Analyzes contract requirements, special provisions, terms and conditions to ensure compliance with appropriate laws, regulations, corporate policies and business unit procedure. Drafts and negotiates simple contractual instruments commensurate with skills and grade level. Communicates contract policy and practice to internal business teams. Ensures contract review, approval and execution in accordance with corporate and/or business unit guidelines. Prepares and administers routine correspondence, negotiation memoranda, and contract documentation to ensure timely and coordinated submittal. Prepares, organizes and maintains contract records and files documenting contract performance and compliance. May conduct research to support contract audit and or facilitate business unit contracting trends. Performs contract closeout activities. Assists mid- to high-level contract professionals in working with internal or external business teams on issues and developments relative to assigned contracts.

Skills/Abilities:

Basic to working knowledge of corporate policies and procedures. Basic to working knowledge of contracting concepts, Uniform Commercial Code, applicable international contract law, or public contract acquisition law and regulations. Good to strong analytical and communication skills. Ability to draft simple contractual instruments in accordance with prescribed templates and guidelines.

Interface:

Other contract professionals and business unit staff; cross-functional project teams; entry to mid-level customer and supplier associates.

Education/Experience:

Bachelors degree plus 2 to 5 years general business or approved contract-related experience.

Certifications:

Certified Commercial Contracts Manager (CCCM) or Certified Federal Contracts Manager (CFCM) desirable.

Financial Analyst

Financial Analyst

Capitol CREAG is looking for a Financial Analyst in the DC area, working on behalf of a federal agency.  Provides very complex analytical and technical support for issue analysis by performing research, preparing reports and developing statistical, financial, and econometric models. Manage acquisition accounting and related service issues.  Conduct audits and establish and maintains internal controls in the delivery of sound financial practices.  Duties include, but not limited to:

  • Participate in rent bill documentation efforts which include file preparation, examination, and “tagging” of specific documents as directed.
  • Assist in the month-end closing and distribution of monthly financial statements.
  • Perform detailed financial statement analyses on asset performance.
  • Provide expert financial, transactional, and audit documentation support.
  • Makes accurate forecasts as to the effect of proposed budget levels on the scope of services.
  • Support efforts include working as part of a small or large team, independently, participating in meetings.
  • Prepares comprehensive and detailed reports relating to preparation and submission of financial data records of various assets, asset performance, etc.
  • Monitors asset financial records, notifies appropriate management personnel of significant variances; takes appropriate corrective action necessary to resolve such variances.

Minimum Qualifications

  • An undergraduate degree in accounting, real estate, finance or related field and 5 years of experience auditing, rent billing and/or analyzing financial data.
  • Excellent written and oral skills, strong computer and financial skills
  • Ability to work independently and coordinate work of others.
  • Strong communication skills; thorough and attentive to details; able to prioritize and multitask; proactive and deadline-oriented.
  • Ability to interact effectively with customers, vendors and employees at all levels of the organization.
