Capitol CREAG is seeking to fill Realty Specialist positions for Government Agency’s national program. Federal Real Property Leasing experience and some travel required.
Summary of Tasks
- Assist the Realty Contracting Officer with determining Agency housing needs, review requests for space.
- Assist the Realty Contracting Officer by analyzing existing GSA owned or leased space inventory for possible utilization of Government controlled space in satisfying customer agency (ies) space requirements and determining housing approach.
- Perform cost analysis.
- Assist the Realty Contracting Officer with reviews and research agency requests for rent adjustments in a timely manner.
- Facilitate/Conduct meetings to convey information and assist with resolving complex issues/problems.
- Assist the Realty Contracting Officer with preparation and issuance of Solicitations for Offers (SFO), amendments and other agency documents based on agency requirements and market conditions to maximize competition.
- Assist the Realty Contracting Officer with administration functions to include interpretation of lease provisions and clauses, alterations, changes in the amount and configuration of space, services received, and changes sin ownership/payee.
- Assist the Realty Contracting Officer with monitoring lease expiration actions and preparing termination notices and lease modifications/supplemental changes.
- Interpret and apply the Federal Property Management Regulations, Federal Acquisition Regulations, and General Services Administration Acquisition Manual.
- Refer unusual problems to the Realty Contracting Officer with recommendations for appropriate solutions.
- Review bulk leasing actions for the Realty Contracting Officer’s approval and signature such as month to month lease extensions, one year lease extensions, operating and real estate tax escalations.
- The assigned Realty Specialist or the Project Manager will be required when needed to travel with the Realty Contracting Officer to provide assistance with conducting market surveys, reviews and evaluating initial offers.
Realty Specialists Qualifications
- Realty Specialists assigned to this contract are required at a minimum to have basic knowledge and ability to apply general real estate principles, techniques and laws relating to leasing.
- Contractor Staff assigned to this contract are required, at a minimum, to demonstrate the ability to interpret and apply the Federal Property Management Regulations, Federal Acquisition Regulations and General Service Administration Acquisition Manual.
- Specialist should have the ability to coordinate and lead team members in their efforts to perform data analysis on properties that have controversial characteristics and ability to work with and direct efforts to provide extensive coordination with different property owners or between Federal Agencies or corporations in developing long-range plans and evaluating program operations.
- Specialist must have the ability to provide technical guidance, oversight and expertise, to assure compliance with regulatory controls to interpret policies and to gain cooperation with established guides and regulations.
- Education: Associate in any Business discipline or State issued Real Estate Brokers License
- Completion of the following courses is desired: Federal Real Property or Basic Leasing Contracting; Cost and Price Analysis of Lease Proposals and Real Estate Appraisal Principles.
