CAFM Engineer II

CAFM Engineer II

Capitol CREAG is looking for a CAFM Engineer II in the DC area, working on behalf of a federal agency.

Summary:

The CAFM Engineer II must have experience in conducting facility surveys using the ANSI/BOMA Z65.1 measurement standard; have a familiarity with architecture, engineering and construction; have the ability to read and interpret building construction drawings and use laser measuring devices; and possess CAD software skills and database management skills. The CAFM Engineer II must be able to efficiently use CAD, CAFM, CIFM technologies. Knowledge and understanding of GSA PBS National Business Space Assignment Policy and eSmart are highly desirable.

Minimum Education:

BA/BS in a related academic field plus 4 yrs directly related experience, or 6 yrs directly related experience.

Government Experience and clearance (HSPD-12) preferred.

Financial Analyst

Financial Analyst

Capitol CREAG is looking for a Financial Analyst in the DC area, working on behalf of a federal agency.  Provides very complex analytical and technical support for issue analysis by performing research, preparing reports and developing statistical, financial, and econometric models. Manage acquisition accounting and related service issues.  Conduct audits and establish and maintains internal controls in the delivery of sound financial practices.  Duties include, but not limited to:

  • Participate in rent bill documentation efforts which include file preparation, examination, and “tagging” of specific documents as directed.
  • Assist in the month-end closing and distribution of monthly financial statements.
  • Perform detailed financial statement analyses on asset performance.
  • Provide expert financial, transactional, and audit documentation support.
  • Makes accurate forecasts as to the effect of proposed budget levels on the scope of services.
  • Support efforts include working as part of a small or large team, independently, participating in meetings.
  • Prepares comprehensive and detailed reports relating to preparation and submission of financial data records of various assets, asset performance, etc.
  • Monitors asset financial records, notifies appropriate management personnel of significant variances; takes appropriate corrective action necessary to resolve such variances.

Minimum Qualifications

  • An undergraduate degree in accounting, real estate, finance or related field and 5 years of experience auditing, rent billing and/or analyzing financial data.
  • Excellent written and oral skills, strong computer and financial skills
  • Ability to work independently and coordinate work of others.
  • Strong communication skills; thorough and attentive to details; able to prioritize and multitask; proactive and deadline-oriented.
  • Ability to interact effectively with customers, vendors and employees at all levels of the organization.

Project Managers

Capitol CREAG is seeking to fill Project Manager positions in support of Government projects.

Summary

Operates as a project manager performing a wide range of project management activities in collaboration with and in support of Federal Customers, typically requiring significant design, construction, renovation, and contracting expertise to provide customized buildings or space. Depending on the scope and complexity of the projects assigned, responsibilities may include some or all of the following:

  • Develop and authorize contract and lease quality assurance support programs on behalf of the customer agency and in line with all applicable requirements with respect to contract support activities.
  • Work in collaboration with and in support to customers, proactively translating customer requirements into technical options and solutions, resulting in technical projects to address evolving customer workplace needs.
  • Monitor the design and build out of new construction, repair and alteration, leased construction and building purchase products, in traditional delivery modes or alternative modes of design/build or developer type projects
  • Monitor project activities, direction and decisions relative to development of a master plan; site selection, design time schedules, overseeing the timely review of design submissions; procurement; construction; move-in and closeout.
  • Administer and approve various types of contracts and may serve as either the Contracting Officer’s Representative (COR) or the Contracting Officer’s Technical Representative (COTR) on various contracts including but not limited to building services (mechanical, custodial), design and/or construction projects, and/or term contracts.
  • Anticipate and resolve project-related problems and develop contingency plans to mitigate unresolved problems.
  • Accomplish work through multi-disciplinary team members, such as those from other Divisions, Federal, state, and local agencies, private architectural-engineering firms, local interest, construction management firms, and construction contractors.
  • Assure the quality completion of project(s) on time and within budget; that projects are planned, directed and controlled within all divisions; that time and costs are managed and aesthetic, and that technical and business management decisions required for successful accomplishment of such projects are made in a timely manner.
  • Monitor project activities, direction, and decisions relative to development of a master plan, time schedules, review and approval of submissions.

Qualifications:

  • Must demonstrate the ability to perform project management on construction and/or repair and alteration projects; knowledge of resource allocation models required to develop cost and personnel budgets; knowledge of procurement practices and techniques; ability to accomplish work through others and to maintain cooperative work relationships; skill in negotiation techniques to conduct contract negotiations; and knowledge of contract administration.
  • Specialized is preferred with experience in applying advanced concepts, practices, and methodologies to manage large, complex new construction, modernization and lease construction projects. Such experience must reflect experience performing planning, scheduling, budgeting, estimating, cost analysis and control, tracking, reporting, and forecasting for such projects.

Project Specialists

Summary:

The Project Specialist (PS) is responsible for assisting the project manager in initiating, establishing, guiding, and controlling one or more design/construction projects from inception through completion. Incumbent uses knowledge of federal sector and agency organizations, operations, financial and scheduling processes, as well as professional discipline skills to help guide project formulation and development, through to completion of projects that are within quality, budget, and schedule commitments.

Serves as a Project Specialist with responsibility for writing scope of work, developing Government estimates, assisting the negotiation of task orders, managing and overseeing contracted efforts, providing quality assurance of contracted products, and closing out compliance, pre-design, design and construction management efforts provide by numerous external contractors performing professional services on major, highly complex, multi phased projects.

May assist in managing construction contracts for repair and alteration contracts. Duties may include but are not limited to the following:

  • Participates in Pre-Construction Conferences, including assisting in preparing agendas, notifying participants, may chair meetings and prepare meeting minutes and supports the contract specialist, COR, and CM project inspector (s) in this effect. Monitors inspection of the A/E and construction contractor’s work with occasional site visits to assure that pre-design, design, and construction projects are in compliance with federal, state, and local codes,client policy and building requirements.
  • Coordinates closely with Project Managers, Contract Administration, A/E and Construction Management personnel to insure modifications to contracts are fair and reasonable and are processed in a timely and efficient manner with minimal disruption to the overall project schedule.
  • Ensures that all close out requirements such as operation and maintenance manuals, as-builts, completion reports, and performance evaluation are completed and processed in a timely manner.

Senior Program Analysts

Contract Specialists/Sr. Contract Specialists

Capitol CREAG is seeking to fill Contract Specialist/Senior Contract Specialist positions for a Government Agency. Typically handles routine or standard form contract agreements and related documentation in accordance with established contract policies and procedures. Requires a minimum of independent business judgment and a high degree of management attention.

Summary:

Responsible for procurement of highly specialized real estate, design and construction services, equipment, components and systems (including those for high-rise buildings and their operating systems and information technology equipment and systems), professional or technical services, construction of specialized equipment or special purpose buildings and structures and a variety of supplies.

Contract Specialist

  • Pre-award and post-award functions involving procurements of significant Government-wide importance.
  • Pre-Award – analyzing requirements, recommending revisions to statements of work/specifications and determining the appropriate type of contract, milestones, and procurement planning.
  • Post-Award and Termination – conducts post-award and contractual terminations by initiating briefings with contractors to ensure full understanding of terms, handling of modifications, resolution of issues related to non-compliance and performance problems, and the termination process and ensuring compliance with contractual terms.
  • Customer relations – serves as a consultant to both internal and external customers.

Senior Contract Specialist

  • Work includes professional/highly technical contracting work in pre/post-award areas, emphasizing customer requirements and relationships to achieve results that further the mission of agency clients.
  • Pre/Post-Award functions involving highly specialized procurements.
  • Performs procurement planning, identifying large-scale systems, components, equipment, and services to be acquired by contract.
  • As an advisor, identifies procurement objectives and methodologies; assists with statements of work; performs analyses of elements of cost; makes competitive range determinations; conducts pre-proposal conferences; plans comprehensive negotiation strategy; coordinates with technical experts, and leads negotiations and awards contracts.
  • Responsible for coordination with architects and engineers.

Education/Experience:

Bachelors degree plus 2 to 10 years general business or contract-related experience (or as approved by government agency).

Certifications:

Certified Commercial Contracts Manager (CCCM) or Certified Federal Contracts Manager (CFCM) desirable.

Realty Specialists

Washington, DC

Capitol CREAG is seeking to fill Realty Specialist positions for Government Agency’s national program. Federal Real Property Leasing experience and some travel required.

Summary of Tasks

  • Assist the Realty Contracting Officer with determining Agency housing needs, review requests for space.
  • Assist the Realty Contracting Officer by analyzing existing GSA owned or leased space inventory for possible utilization of Government controlled space in satisfying customer agency (ies) space requirements and determining housing approach.
  • Perform cost analysis.
  • Assist the Realty Contracting Officer with reviews and research agency requests for rent adjustments in a timely manner.
  • Facilitate/Conduct meetings to convey information and assist with resolving complex issues/problems.
  • Assist the Realty Contracting Officer with preparation and issuance of Solicitations for Offers (SFO), amendments and other agency documents based on agency requirements and market conditions to maximize competition.
  • Assist the Realty Contracting Officer with administration functions to include interpretation of lease provisions and clauses, alterations, changes in the amount and configuration of space, services received, and changes sin ownership/payee.
  • Assist the Realty Contracting Officer with monitoring lease expiration actions and preparing termination notices and lease modifications/supplemental changes.
  • Interpret and apply the Federal Property Management Regulations, Federal Acquisition Regulations, and General Services Administration Acquisition Manual.
  • Refer unusual problems to the Realty Contracting Officer with recommendations for appropriate solutions.
  • Review bulk leasing actions for the Realty Contracting Officer’s approval and signature such as month to month lease extensions, one year lease extensions, operating and real estate tax escalations.
  • The assigned Realty Specialist or the Project Manager will be required when needed to travel with the Realty Contracting Officer to provide assistance with conducting market surveys, reviews and evaluating initial offers.

Realty Specialists Qualifications

  • Realty Specialists assigned to this contract are required at a minimum to have basic knowledge and ability to apply general real estate principles, techniques and laws relating to leasing.
  • Contractor Staff assigned to this contract are required, at a minimum, to demonstrate the ability to interpret and apply the Federal Property Management Regulations, Federal Acquisition Regulations and General Service Administration Acquisition Manual.
  • Specialist should have the ability to coordinate and lead team members in their efforts to perform data analysis on properties that have controversial characteristics and ability to work with and direct efforts to provide extensive coordination with different property owners or between Federal Agencies or corporations in developing long-range plans and evaluating program operations.
  • Specialist must have the ability to provide technical guidance, oversight and expertise, to assure compliance with regulatory controls to interpret policies and to gain cooperation with established guides and regulations.
  • Education:  Associate in any Business discipline or State issued Real Estate Brokers License
  • Completion of the following courses is desired: Federal Real Property or Basic Leasing Contracting; Cost and Price Analysis of Lease Proposals and Real Estate Appraisal Principles.
