The National Transportation Safety Board needed senior real estate consultants to manage a full design-build procurement of a new world class NTSB training facility in Northern Virginia. The requirement consisted of a design build 72,000 SF transportation laboratory (research and testing facility/conference and training type space), 30,000 SF free-span warehouse/airplane hanger (transportation testing laboratory/research), plus 30,000 SF of exterior simulation court to fulfill the mission of the National Transportation Safety Board International Training Academy and supporting laboratory and research functions. The assignment commenced in Q3 2000; space had to be designed, built and ready for occupancy by December 2002.

Kevin Wilson, Principal of Capitol CREAG, was hand picked by GSA to provide full procurement oversight and services for this very important initiative.

Due to the nature of its use, this training facility had many unique, above-standard items including:

A common area large enough to accommodate 150 people to be constructed in a manner consistent with the finishes of a prestigious hotel conference center lobby to include all furnishings, amenities, public areas, ability to accommodate wireless Internet access, audio visual areas with VCR/Cable accessibility, and appropriate auxiliary lighting.

A common Area with large windows overlooking a well landscaped outside area.

A custom built NTSB Training Academy and supporting laboratory and research facility in line with the highly technical Program of Requirements.

Training Center to feature professionally supported state-of-the-art audio/visual equipment and services including A/V equipment (multimedia projector), microphones (mounted, tabletop, wireless handheld, and lapel), video playback (DVD, VCR, Mini DV, wired lectern with presentation computer), and touch-screen controls (audio, video, lighting schemes, window shades). Video conferencing via ISDN phone lines, video recording, live or delayed webcasts, and other special services to be provided as requested.

The Warehouse/Airplane Hanger to be at least 100 feet wide by 300 feet long by 45 feet high ceiling clearance.

Warehouse to be free-span with no columns in the space.

Significantly upgraded floor loads and electrical. Space to be fully conditioned.

Warehouse to have entry doors on both ends of the space with opening clearance of 36 feet high by 60 feed wide, allowing easy opening to bring in and remove large wreckage pieces (i.e., TWA Flight 800 re-assemblage).

Two 15-ton traveling cranes with a 40 feet high clearance to bottom of cranes able to operate the full length of the warehouse area.

Warehouse to have area to accommodate full scale flight simulator.

Project Scope:
Capitol CREAG was able to successfully assist NTSB in developing its comprehensive Program of Requirements, perform Site Selection/Market Surveys of potential sites within 50 miles of their HQ, develop their Solicitations for Offers, manage a 20-year firm term real property procurement in accordance with their Charter (granting them statutory independent leasing authority from GSA) and the Federal Acquisition Regulations (FAR), and ensure the site was built out per the lease.

We were also able to meet NTSB’s preference of space that is co-located or located near a world class institution of higher education with classes (and professors) on subjects of interest to the training center.
NTSB awarded Lease # NTSB-01-001 to The George Washington University for space located at their campus on Riverside Parkway in Ashburn, Virginia. The lease was the first lease known to have actually been executed by the NTSB directly.

The MDA needed to relocate its 144,552 square foot headquarters from the Federal Office Building (FOB2) located at the Arlington Naval Annex in Arlington, Virginia to a building within the delineated area defined as the Leesburg Pike/Bailey Crossroads area of Falls Church, Virginia. MDA was required to be out of FOB2 by March, 2004 due to scheduled demolition of the building for construction of the new Air Force Memorial.
Though Capitol CREAG had been awarded the project in October, 2002, the project could not commence until Congress had approved the Prospectus in March, 2003. Prospectus is required for all federal leases exceeding the Prospectus threshold for the year in which the lease commences (the threshold for fiscal year 2003 was $2.3 million). Capitol CREAG had 183 work days to complete the project from Prospectus Approval (April 9, 2003) to Substantial Completion of the space build-out.

Project Scope:
Capitol CREAG commenced the market survey on April 9, 2003, and had to complete the lease and ensure that MDA would completely occupy the space by November 30, 2003.

This requirement was one of the first to be subject to the new Department of Defense Unified Facilities Criteria/DOD Minimum Antiterrorism Standards for Buildings as well as U.S. Department of Justice Federal Protective Service/Homeland Security Department requirements for a Level 4 secured facility. These security requirements include full control access to the building and parking areas at all times, the right and ability to immediately lock down the facilities in emergency situations, as well as provide significant set-back requirements. This requirement also had substantial SCIF requirements.
Capitol CREAG was able to negotiate an aggressive below market rental rate. This rental rate included cancellation rights after 7 years, a $15 TI above GSA aggressive Warm Lit Shell requirements, exclusive roof top rights, secure Level 4 facility, 2 reserved parking spaces, extended base operating schedule with aggressive overtime rate, three months free rent and daytime cleaning.

To do this, Capitol CREAG developed a customized Solicitation For Offers (SFO) to incorporate the agency’s unique requirements; submitted advertisement to the Washington Post Business Section; provided Project Management for procurement services; negotiated with commercial real estate building owners; developed NPV Financial Analysis Model to determine Successful Offeror(s); evaluated Best and Final Offers (BAFO); provided completed Lease to the Contracting Officer; facilitated tenant improvement meetings with the agency and successful Lessor to develop scope of work; provided lease interpretation and monitored Lessor’s compliance with lease terms; assembled Lease File and provided Lease Close Out.

Project Challenge:
The Minerals Management Service (MMS), a bureau in the U.S. Department of the Interior, is the Federal Agency that manages the nation’s natural gas, oil and other mineral resources on the outer continental shelf (OCS). The agency also collects, accounts for and disburses more than $8 billion per year in revenues from Federal offshore mineral leases and from onshore mineral leases on Federal and Indian lands. MMS had a 200,000 SF headquarters office building severely damaged during Hurricane Katrina displacing MMS employees. MMS needed a turnkey solution to restore operations.

Project Scope:
MMS selected Capitol CREAG to provide turnkey program management services to oversee design and construction management services as well as provide comprehensive relocation management services after Hurricane Katrina damaged a 200,000 SF office building and its valuable contents in New Orleans, Louisiana and displaced 1,300 of their personnel. MMS required as part of their program a more efficient and health-conscious design effort to reflect the environmentally-focused culture of the Agency’s mission and goals. New workstation typicals, increased efficiencies and planning for future growth was also an important part of the program.

Capitol CREAG also provided coordination over MEP engineering review, selection and installation coordination for new furniture systems, signage, security systems, voice and data cabling, copiers/faxes, filing systems, and various specialized equipment. Our staff was on-site coordinating phased moves and performing a detailed market search for the most capable moving vendors. This market search was especially challenging, using more expertise than any other portion of the project other than the hurricane disaster recovery.

All work performed adhered to FPMR, GSA Pricing Policy, GSA Standards PBS 100, GSA CAD Deliverable Standards and DOI requirements and policies.

Project Challenge:
The VA Butler Healthcare facility serves the needs of veterans in western Pennsylvania through its main medical center and four community-based outpatient clinics. The healthcare facility needed an independent advisory team to produce a master plan that would adequately address both current and future requirements despite the divergent healthcare needs of an increasing population of older veterans and recently discharged veterans.

Project Scope:
The VA selected Capitol CREAG to provide a comprehensive strategic Master Plan to assess the current facility and to recommend spatial improvements to the healthcare delivery system. The Capitol
CREAG Team is responsible for overseeing healthcare facility planning, healthcare programming and demographic analysis, facility condition analysis, real estate and market analysis, patient care delivery analysis and cost estimating.
In order to address all medical, social, administrative, and long-term care functions, the Master Plan utilized highest and best use studies and facility condition assessments to recommend improvements in facility layout and usage that would result in improved patient care, performance, increased productivity, and reduced administrative costs. All current and planned construction projects affecting the facility were analyzed and incorporated into the plan, if appropriate. Capitol CREAG developed a five-year design and construction plan, including a master schedule and cost estimates broken down by design, construction, and equipment costs. The plan also recommended delivery options for contract award.
